Transparency International’s Integrity Pact is an important tool to help to create a level playing field for business and reduce the costs associated with procurement. The goal of the Integrity Pact is to reduce the chances of corrupt practices during procurement through a binding agreement between the procuring agency and bidders for specific contracts.

The primary objective of the Integrity Pact is to support companies who refrain from bribery by providing assurances that (i) their competitors will also not bribe, and (ii) that the procurement, privatization or licensing agencies are committed to preventing corruption, including extortion, by their officials and to follow transparent procedures. A secondary benefit is that governments can reduce the high cost that corruption imposes on public procurement, privatization or licensing.
